The signing ceremony was attended by Seo Heung-won, chairman of the Yanggu-gun Sports Foundation (concurrent position as Yanggu-gun governor), Jeon Sang-ryong, Yanggu-gun Baduk Association president, Yang Jae-ho, secretary general of the Korea National Association, and Lee Chang-ho, 9th dan.
